Schools near Thomson Reserve

Thomson Reserve sits at 1–11 Bright Hill Drive in District 20 — inside the 1km boundary of Ai Tong School, and within roughly 2km of several of Singapore's better-known primary, secondary and tertiary institutions.

The short version: living within 1km of Ai Tong School gives your child distance priority in Phase 2C of Primary 1 registration. It is not a guaranteed place — but when a school is oversubscribed, it decides who gets balloted first.

How Primary 1 registration actually works

Primary 1 registration runs in a fixed order of phases, and each one is open to a narrower or wider group than the last. Singapore Citizens and Permanent Residents register across Phases 1 to 2C Supplementary; international students register later, in Phase 3.

MOE holds back places so the open phases are never squeezed out by the earlier ones: 20 places are reserved for Phase 2B and 40 for Phase 2C at every primary school. The Phase 2C reservation was doubled from 20 to 40 in 2022. After Phase 2A closes, a third of the remaining places go to Phase 2B and two thirds to Phase 2C, and anything unused in 2B rolls into 2C.

The six priority tiers, in order

When a phase is oversubscribed, applicants are ranked by citizenship first and home-school distance second. The full order MOE applies is:

Note the ordering: every Singapore Citizen ranks above every Permanent Resident, regardless of distance. A citizen living beyond 2km is considered before a PR living next door.

Distance itself is measured from the building outline in the development's approved building plan to the nearest point on the school boundary — not from your front door, and not by road.

What distance priority is not

This is the part most listings leave out, and it matters more than the 1km headline.

Living within 1km does not guarantee a place. It determines the order in which applicants are considered. If the within-1km group alone is larger than the number of places, MOE runs a computerised ballot and every applicant in that group has an equal chance — being 200m away is worth no more than being 900m away once you are inside the band.

The 30-month stay requirement. From 30 June 2026, a family admitted through home-school distance priority must remain at that registered address for 30 months from the start of the P1 registration exercise. MOE can and does check. Where the requirement is not met, MOE may transfer the child to another school of its choosing. Buying a home shortly before registration, or selling shortly after, is not a strategy that works.

Ai Tong School — on the same street

Ai Tong School is at 100 Bright Hill Drive. Thomson Reserve is at 1–11 Bright Hill Drive. They are on the same road, which is why the 1km question here is unusually straightforward compared with developments that sit near a boundary line.

The school was founded on 12 October 1912, beginning in a Methodist church on Boon Tat Street with 30 pupils. It has been affiliated with the Singapore Hokkien Huay Kuan since 1929, became government-aided in 1957, and moved to its Bright Hill Drive campus on 9 July 1992.

It has been a Special Assistance Plan (SAP) school since 1990 — among the first primary schools granted the status. In practice that means a sustained emphasis on bilingual education in English and Chinese, a Bi-Cultural Chinese Elective Programme shared with its affiliated schools, and a twinning arrangement with a school in Suzhou that includes a Primary 5 immersion trip.

Has Ai Tong actually balloted? Yes — every year

Rather than describe the school as “popular”, here is the Phase 2C record. Every year from 2019 to 2025, Ai Tong went to a ballot at Phase 2C.

The pressure has eased somewhat — the Phase 2C ratio averaged 2.78× across 2019–2021 and 1.97× across 2023–2025 — but it has never dropped to the point where a ballot was avoided. At Phase 2B in the 2026 exercise, 51 applicants competed for 20 places.

What this table does not show is how the within-1km group specifically fared, which MOE does not publish at that level of detail. A within-1km applicant is considered ahead of everyone further out, so the real odds are better than the headline ratio — but how much better is not something anyone can honestly quantify from public data.

A smaller cohort is coming

MOE has said the cohort entering Primary 1 in 2027 and in the years after is smaller, and it is reducing intake at some schools accordingly while keeping schools spread across the island. Nationally and regionally, MOE maintains there are sufficient P1 places.

For a buyer, this cuts both ways and it is too early to say which way it lands at any one school: a smaller cohort means fewer applicants, but a reduced intake means fewer places. It is worth watching rather than counting on.

Why this matters beyond Primary 1

School access tends to hold its value. A home inside a sought-after 1km boundary appeals to the next buyer for the same reason it appealed to you — which supports demand when you eventually sell. In an area like Upper Thomson, where the schools are long-established rather than newly built, that catchment is unlikely to move.
